Because carrier addresses are the hardest to obtain and the fewest in number. A mobile network shares one address among a great many handsets, which is exactly what makes it valuable, and it also means the supply cannot be expanded the way server addresses can. You are paying for scarcity and for the trust that scarcity creates.
What is worth the mobile premium?
Work against targets that treat mobile traffic differently from everything else. Social platforms and app measurement are the clearest cases, because a large share of their genuine traffic is carrier traffic and their filtering is tuned accordingly. For ordinary collection from ordinary websites, mobile is money spent on trust you did not need.
